rounding off to the nearest tens
To round off a number to the nearest tens, we look at the digit in the ones place.
If the digit in the ones place is less than 5, keep the tens place digit as it is and
replace the ones place digit with 0.
If the digit in the ones place is 5 or greater than 5, increase the tens place digit
by 1 and replace the ones place digit with 0.
